On November 27, the RA Ombudsman Arman Tatoyan had a working discussion with Tanya Lokshina, Deputy Regional Director for Europe and Central Asia at Human Rights Watch.
Tatoyan said that the Azerbaijani authorities are artificially delaying the return of prisoners of war and the exchange of bodies as before as well after the hostilities.
By doing so, Azerbaijan intentionally creates an atmosphere of uncertainty and tension in the Armenian society, undermines the mental immunity of the society, and causes mental suffering to the families of dead servicemen, missing persons and prisoners.
According to Arman Tatoyan, all this is an integral part of the organized policy of anti-Armenian propaganda, torture and inhuman treatment in Azerbaijan.
The ombudsman stressed that the targeting of the civilian population of Artsakh and the use of prohibited weapons against them, the involvement of mercenary terrorists, hatred of Armenians and widespread atrocities testify to Azerbaijan's policy of ethnic cleansing in Artsakh, which continues to this day.
The Ombudsman thanked Human Rights Watch for a special report confirming the use of cluster munitions by Azerbaijan against civilians.
