The Armenian Embassy in France informs that the Paris City Council has adopted a resolution on the situation in Armenia and Nagorno Karabakh.
"Taking into account the consolidation of the representatives of the local self-government bodies of France demanding the recognition of Nagorno Karabakh, including a group of parliamentarians belonging to different political parties, who in 2020 On October 19, submitted a proposal to the National Assembly for a "Resolution on the Recognition of the Artsakh Republic",
Taking into account the joint appeal of the mayor of the 9th metropolitan area of the capital Paris Delphine Burkli, the members of the "Progressive and Independent" faction Pierre-Yves Bournazel, Alexis Govciyan and the member of the "Modem, Democrats and Environmentalists" faction Maud Lelievre, by which they join this general call of the Paris City Council,
Taking into account that on September 27, 2020, Azerbaijan launched a military offensive with the political and military support of Turkey and with the involvement of jihadist militants from Syria.
Given that dozens of civilians were injured and killed in air strikes by the Armed Forces of the Republic of Azerbaijan in Nagorno-Karabakh, 80% of Stepanakert's urban infrastructure, including educational and health facilities, was largely destroyed, and there is extensive destruction in other settlements as well. and victims,
Given the catastrophic humanitarian situation in Nagorno-Karabakh and the large number of casualties,
Considering that, despite calls from France (as co-chair of the Minsk Group and a mediator in the conflict) to call for an immediate end to hostilities, the situation has worsened and all ceasefires declared several times within an hour were violated.
Taking into account the final ceasefire signed on November 9 under the auspices of the Russian Federation (in which France did not participate), the victory of the force prevailed over the victory of the dialogue,
Considering that the armed forces of the two sides fighting under this ceasefire are stopping at their positions is to the detriment of the Armenian people and the people of Nagorno Karabakh,
Considering that, despite the deployment of Russian peacekeeping forces, the existence of Nagorno-Karabakh is endangered,
Considering that the mayor of Paris has repeatedly made statements during the hostilities calling for an end to them, reaffirming the support of the Paris city authorities to the Armenian people (wherever they live),
Taking into account the long-standing and unshakable friendly relations between the capital Paris and the Armenian people, which was reaffirmed at the level of our partner, Deputy Mayor Anush Toranyan, in the meetings with the high-ranking authorities of the Republic of Armenia,
Considering that the capital, Paris, has traditionally provided assistance to the victims of mass human rights abuses, and that there is a need to raise the alarm about the humanitarian crisis,
Considering that the capital Yerevan is a member of the International Association of Francophone Mayors (AIMF),
Considering that the provision of assistance to the people of Nagorno-Karabakh is of great importance to the city authorities of the capital Paris,
At the suggestion of the Executive Body of the City Hall of Paris, "United Paris", "Communist and Citizen", "Paris Environmentalists", "Generations", "Independents and Progressives", "Change Paris", "Modem", "Democrats and Environmentalists", Paris City council calls on:
- For the mayor of Paris to write a letter to the Minister of Europe and Foreign Affairs, calling on France to recognize the Artsakh Republic (Nagorno Karabakh),
-So that the French government, by lifting the ban on the establishment of relations with Nagorno-Karabakh imposed on the local self-governments of France, will allow them to cooperate with Nagorno-Karabakh in the context of humanitarian aid,
- So that the Paris city authorities to be able to provide emergency humanitarian assistance to Nagorno-Karabakh through a local operator, providing targeted assistance to the conflict-affected population,
-In order for the Paris city authorities to provide 50,000 euros in financial assistance to the people of Nagorno-Karabakh and the displaced persons who have taken refuge in the Republic of Armenia", the resolution reads.
