The Ombudsman of the Artsakh Republic Artak Beglaryan issed a video message in which he spoke about the war crimes committed by Azerbaijan against Artsakh on October 31, after the statement of the OSCE Minsk Group Co-Chairs.
Beglaryan stressed that the international community must act right way to protect human rights.
