Artsakh Ministry of Foreign Affairs turned to the ICRC in connection with the publication of a video of the soldiers of the Defense Army of the Republic of Artsakh and a civil person
"On October 23, the Ministry of Foreign Affairs of the Republic of Artsakh addressed the Stepanakert office of the mission of the International Committee of the Red Cross (ICRC) in connection with the publication of video of the soldiers of the Defense Army of the Republic of Artsakh and a civilian captured by the Azerbaijani side.
In particular, it was noted that representatives of ICRC should visit prisoners of war and hostage in Azerbaijan and ensure compliance with official Baku's obligations under international humanitarian law regarding their conditions of detention and treatment", the statement reads.
