The point is that for more than 20 years, peace talks have been going on, led by the OSCE Minsk Group, co-chaired by France, the United States and Russia, and those talks have been quite successful. There are hundreds of issues to resolve in the face of such complex issues. The Minsk process reduced the number of such issues:
When there is a ceasefire, everything is on the table. That is the whole point of having a Minsk Group with three co-chairs negotiating on everything, including seven regions, five regions, and finally, most importantly, the final status of Nagorno-Karabakh.
