The Adviser to the Prime Minister said that Azerbaijan began its collaboration with terrorists in 1992-94, showing a document signed by the Chief of General Staff of the Azerbaijani Armed Forces Najmeddin Sadikov. According to the document, 520 people were involved in the hostilities.
"Attracting mercenaries is a threat not only to Karabakh or Armenia, but also to the countries of the whole region", Harutyunyan said.
