"In no way it is possible to succeed in strengthening resilience in the Eastern Partnership when the security of a peaceful population is not guaranteed, when terrorist states are not given an adequate response, when weapons prohibited by Geneva Conventions are being used against civilians.
Despite the humanitarian ceasefire announced on 9 October in Moscow, Azerbaijan intensively continues attacking our cities and villages, violating its commitment.
We are now talking about various war crimes, including: War crimes against civilians, such as usage of prohibited cluster munitions against civilians and targeting journalists. War crimes aimed to cause environmental destruction, such as targeting tailing dumps in Artsvaniak. War crimes against cultural heritage, such as deliberate targeting and shelling of the Armenian cathedral of Ghazanchetots in the town of Shushi, twice in one day.
There are already two decisions of the European Court of Human Rights on the interim measures, but Azerbaijan fails to comply with them. I, therefore, urge the international community, and all of you individually, to strongly condemn the continuing atrocities committed by the Azerbaijani armed forces and to seek appropriate punishment for the perpetrators".
