"Until yesterday, 25 people were registered killed, 5 of whom yesterday, as a result of targeting the civilian population tonight, on October 10," Artsakh Ombudsman Artak Beglaryan said.
According to him, 9 out of 25 killed are women and one is a child. According to Beglaryan, there are at least 102 wounded.
"The killed and the wounded were registered in all directions, from the north to the south, in all the main settlements. More than half of the killed are over 50 years old, 9 out of 25 killed are women and one is a child", he said.
According to the documentary data collected by the Artsakh Ombudsman, there are children, many women and the elderly also among the wounded.
"In many cases we can state that the attacks have directly targeted the civilian population. There were cases when an Israeli-made kamikaze UAV was used in the city of Hadrut, when it hit a civilian house," Beglaryan said.
Beglaryan also noted that Azerbaijan has widely used cluster munitions, bombs, missiles and projectiles against the civilian population. “According to the State Service of Emergency Situations of Artsakh by October 10 more than 180 unexploded ordnance were detected and destroyed", Beglaryan said.
He presented a 300-millimeter rocket made by Israel, which has been used in the direction of Stepanakert. So far, all these facts and documents have been included in the two interim reports of the Artsakh Human Rights Defender.
