The International Committee of the Red Cross (ICRC) will not be involved in any humanitarian action until the humanitarian ceasefire on the line of contact between Artsakh and Azerbaijan is fully observed, Zara Amatuni, head of communication programs at the International Committee of the Red Cross office in Armenia, told Armenpress.
"The International Committee of the Red Cross (ICRC) will not engage in humanitarian action in such a situation, as this humanitarian ceasefire must be fully observed, which in turn will ensure the safety of our teams working there.
"We see reports of shelling from both sides," Amatuni said, adding that, of course, such a situation does not allow for action, such conditions are not enough.
One of the items of the ceasefire agreement reached after the meeting of the Foreign Ministers of Armenia, Russia and Azerbaijan in Moscow on October 9, which lasted for more than 11 hours, states that the fire is being stopped for humanitarian purposes, exchange of prisoners of war and the people detained and bodies of those killed.
To the question of who is included in the list of the "people detained ", Zara Amatuni answered that there is no any clarification in that regard.
"Our organization is not among the decision-makers, because it is not involved in political negotiations. Our role is very humanitarian, which means that we will support the parties in fulfilling their obligations - the return of bodies and people. As for the scope, it is decided by the parties.
At the moment, we are in touch with the parties in the sense that we are having meetings and discussions with the authorities of the parties involved following the statement. The details are being clarified," said the Communication and Prevention Manager of the ICRC Delegation in Armenia.
