The Statement of the Ministry of Foreign Affairs of the Republic of Artsakh regarding the agreement on a humanitarian ceasefire.
"We note the importance of the ceasefire agreement reached under the mediation of the Russian Federation from 12 hours 00 minutes on 10 October 2020 for humanitarian purposes for exchange through mediation and in accordance with the criteria of the International Committee of the Red Cross, prisoners of war and bodies of the dead.
The agreements reached in Moscow are a practical step towards ending armed aggression unleashed by Azerbaijan and Turkey in alliance with international terrorists against the Republic of Artsakh. The humanitarian truce should be strictly respected by Azerbaijan and lay a solid foundation for the full restoration of the ceasefire and hostilities agreements of 12 May 1994 and the ceasefire of 6 February 1995
We believe it is important that the joint statement following the negotiations in Moscow shows the exceptional role of the OSCE Minsk Group Co-Chair in the implementation of mediation activities on the settlement of the Azerbaijani-Karabakh conflict.
Once again, we note that two aggressions unleashed by Azerbaijan during 4 years demonstrate the urgent need for the implementation of a mechanism that excludes the possibility of reopening of hostilities. Once again we reaffirm the position of official Stepanakert that only the international recognition of the independence of the Republic of Artsakh guarantees peace and security in the region and demonstrates the unacceptability of the international community to use force as a means of".
