Targeting main civilian infrastructure by Azerbaijan is a war crime, Artsakh ombudsman Artak Beglaryan said.
"Since yesterday, the Azerbaijani Armed Forces have been regularly and specifically targeting the main civilian infrastructure of Stepanakert with heavy missiles and aircraft, with the criminal aim of depriving tens of thousands of civilians of basic living conditions.
The Ombudsman of the Artsakh Republic strongly urges the international human rights community to properly document and assess the ongoing war crimes committed by the Azerbaijani armed forces", Beglaryan said.
