"On September 30, the Human Rights Defender of the Artsakh Republic received information that on the same day, three civilians were killed - two women and one man, and one was wounded, as a result of the bombardment of civilian facilities in Martakert, by the Azerbaijani armed forces. The identities of the dead and wounded are being determined.
Expressing condolences to the relatives of the victims, the Human Rights Defender strongly condemns the targeted and continuous targeting of the civilian population and facilities of Artsakh by Azerbaijan, which leads to serious human and property losses among the civilian population. The Defender states that Azerbaijan grossly violates the norms of international humanitarian law by firing at civilian settlements in a non-discriminatory and deliberate manner.
The Human Rights Defender calls on the international community and human rights organizations to properly assess the actions of the Azerbaijani Armed Forces and use all their tools to prevent large-scale and brutal violations of the rights of the people of the Artsakh Republic", the ombudsman said in a statement.
