Artsakh President Arayik Harutyunyan proposed conferring posthumously the title of Hero of Artsakh on the first Chairman of the NKR Supreme Council Artur Mkrtchyan.
"I submitted for consideration to the Advisory Committee on State Awards under the President of the Artsakh Republic the issue of conferring the highest state rank of the Artsakh Republic (Hero of Artsakh) to the first chairman of the NKR Supreme Council Artur Mkrtchyan".
On April 14 I had the opportunity to talk about Artur Mkrtchyan's exceptional service to the Motherland before going to the polling stations. “I believe that his work on building our young statehood deserves the highest appreciation, it can serve as a good example of upbringing for generations,” said Arayik Harutyunyan.
