The Russian Commissioner for Human Rights Tatiana Moskalkova has issued a statement on the incidents between Armenians and Azeris in Russia. The statement, in particular, reads:
"I am deeply concerned about the riots that broke out in Moscow on July 24 between the representatives of the Azerbaijani and Armenian peoples in Moscow.
Incitement to hatred or physical violence because of ethnicity is unacceptable in any civilized society. It undermines the universally enshrined human and civil rights and freedoms, and can lead to massive violations and irreparable loss.
I call on all parties to the conflict to resolve their disputes within the existing legal mechanisms. As well as I express my readiness to communicate with my colleagues, the Ombudswoman of Azerbaijan A. Aliyeva and the Human Rights Defender of Armenia A. Tatoyan, and take immediate measures to protect the rights and freedoms of their compatriots".
