Ilham Aliyev who is accusing some Azerbaijani diplomats of betraying, appointed Jeyhun Bayramov Foreign Minister. He was country's former education minister and replaced Elmar Maamedyarov. Why did Aliyev start blaming his country's diplomats without specifying who he was talking about? Why does he see his own opposition as the fifth column? What foreign policy changes are expected in Azerbaijan after the appointment of a new Foreign Minister?.
1lurer.am talked about these issues with political scientist, expert of "Orbeli" analytical center Greta Avetisyan.
ALIYEV ACCUSATON OF AZERI DIPLOMATS
According to the political scientist, Ilham Aliyev is trying to blame for the current situation in the country everyone, put responsibility for his failures on everyone, to look for guilt everywhere, except in his own power and actions. According to the expert, such an accusation against the diplomats was really surprising, it shows that the Armenian diplomacy has done a serious, good job.
"Armenian diplomacy has been able to defend its interests quite well in the international arena, in particular at the negotiating table. In this way, he tries to put his problems on the diplomats and everyone else to give the impression that he is able to govern well, but there are individuals who hinder it", Avetisyan said.
AZERI OPPOSITION - FIFTH COLUMN
Touching upon the Azerbaijani government's consideration of the country's opposition as the fifth column, Avetisyan noted that the opposition does not play such a serious role in Azerbaijan, it is always under repression and seen as dissent.
"These days we see that protests seem to be increasing in Azerbaijan. In particular, it refers to the campaign organized by the Azerbaijani authorities, which later turned into protests against the government. It clearly shows that the time has come in Azerbaijan for people to express their grievances. The situation at the border speaks for itself - in the month that the Azerbaijani authorities are trying to address this grievance, to cover up the problems, to divert the attention of the people, the public. so they turn to means to provoke border tensions.
It is clear that Aliyev is afraid of the repetition of the velvet revolution in Armenia in 2018. It is natural that even if a revolution takes place there, it can not be velvet, taking into account the working style of Azerbaijan. It is clear that the authorities there have serious concerns that in the case of the same coronavirus and socio-economic situation deteriorating in the country could lead to protests and finally endanger its own power", said the expert.
FOREIGN POLICY AFTER APPOINTMENT OF AZERI NEW FOREIGN MINISTER
"After Elmar Mammadyarov left, everyone was discussing the candidacy of Hikmet Hajiyev, who is quite active in the diplomatic arena. I think the choice is simply due to the fact that he is his trusted person, with such a change he tries to show the country, to all other countries, that his country's diplomacy has had some failures, including because of Elmar Mammedyarov and at this momoent sharp shift can be a stimulus for certain diplomatic successes", the political scientist commented.
According to her, it is natural that there will be no drastic changes in Azerbaijan's diplomacy, he will continue the course pursued by Aliyev, taking into account the dictatorial-authoritarian nature of the country.
"In other words, the problem here is not a drastic change of political course, but Aliyev's problem with blaming others. Naturally, no serious change will take place, the new minister will carry out the actions that will be dictated by Aliyev", said Greta Avetisyan.
ARMENIAN ARMED FORCES AND VIOLATIONS OF INTERNATIONAL LAW BY AZERBAIJAN
The political scientist stressed that the Armenian Armed Forces are in control of the situation quite well and the information is quite actively spread in the information field. "Artsrun Hovhannisyan regularly provides operative information on the situation within the headquarters. At this moment it is relatively calm. The situation is under control, any movement by the Azerbaijani armed forces is under our control, I think there will not be a surprise.
Our armed forces are carrying out their operations quite well, at the moment, as many may claim, there is no need for the intervention of external forces. I mean the need for armed intervention, there is no need for the intervention of the same CSTO, 102nd military base. I think we should unconditionally trust our armed forces, at the same time we should try inform the international community about the events that are taking place, in particular the gross violations of international law that are being carried out by Azerbaijan these days.
It is about targeting civil population. We see shootings towards different villages, even kindergartens, factories are targeted, civilians are inju
