The sitting of the OSCE Permanent Council was held in Vienna on July 16, during which the issue of "Azerbaijan's military attack in the north-eastern direction of the Armenian state border" was brought up on the initiative of the Armenian delegation.
In his speech, the Permanent Representative of the Republic of Armenia to the OSCE Armen Papikyan first of all presented to the member states the schedule of offensive operations by Azerbaijan from July 12 on the northeastern part of the Armenian state border, as well as the political and military developments in Azerbaijan, which clearly show that the attack started on July 12 is a pre-planned operation.
"The President of Azerbaijan, who is known for his territorial aspirations towards Armenia, particularly the capital Yerevan, as well as the Zangezur region of Armenia, who constantly complains in his public speeches that "modern Armenia is based on Azerbaijani lands", in recent months returned to belligerent rhetoric, assuring his people that Azerbaijan was capable of resolving the Karabakh conflict by military means.
The Armenian delegation has always drawn the attention of the OSCE member states to the anti-Armenian hatred propaganda encouraged and supported by the Azerbaijani leadership. We see it as a tool in the hands of the authorities of that country to unite society against an external enemy, to divert attention from internal problems (dictatorial rule, endemic corruption, a disgraceful picture in terms of human rights, a widespread violation of fundamental freedoms)", in particular stated Ambassador Armen Papikyan In his speech.
He also noted that the level of anti-Armenian hatred has reached such a dangerous level that even in case of light manipulation by the political-military leadership of Azerbaijan this anti-Armenian hatred can lead to military clashes, even large-scale aggression both on the Armenian state border and along the line of contact.
