The RA Deputy Foreign Minister Shavarsh Kocharyan touched upon the appointment of the new Foreign Minister of Azerbaijan in a briefing before the sitting of the Eurasian Intergovernmental Council in Minsk.
"I do not think that the policy of the state changes with the change of persons. Unfortunately, Mammedyarov has been destructive so far, let's see how it will be after this", Kocharyan said, adding that the problem is more internal than external, personnel changes have been taking place in Azerbaijan for a long time.
"The impression is that these personnel changes have a very long-term goal, up to the change of the president", said the Deputy Foreign Minister.
Referring to the border tension Kocharyan noted that any attempt to resolve the issue by force only hinders the peace negotiation process. "From that point of view, Azerbaijan's latest step, of course, removes away that perspective" Kocharyan said.
According to Shavarsh Kocharyan there are two ways to prevent the situation from deepening. The first is what our Ministry of Defense and the army are doing, the second is adequate activity in the diplomatic arena.
Answering to the question about the CSTO response to the actions unleashed by Azerbaijan on the Armenian-Azerbaijani border, Kocharyan said that Armenia did not turn to the CSTO for help.
"There is a corresponding article in the CSTO charter that if there is an attack, you ask for help. We did not apply. Our goal was completely different - to inform our partners about the situation", Kocharyan said.
He noted that the organization warned that if the situation does not calm down, if the Armenian side seeks help, they will have to get involved.
