On September 19, 2019, the Penitentiary Services of Armenia issued negative conclusions regarding the early release of Nairi Hunanyan from prison. On 23 October, 2019, the Probation Service also issued a negative conclusion.
Given that the two services issued negative opinions, the administration of the correctional facility on October 28 decided not to submit to the court the issue of Hunanyan’s parole or the mitigation of the remaining part of the sentence. The decision can be appealed to the Court of First Instance of General Jurisdiction within ten days after its receipt.
Note: If the decision of the administration of the Penitentiary Institution is not appealed, the issue can be re-examined after a year and a half if the prisoner submits an application no later than 40 days before the deadline. In case when the administration’s decision is appealed, if the court rejects parole, the issue can be re-examined three years after the judicial act enters into force if the prisoner submits an application no later than 40 days before the deadline.
