Azerbaijan refuses to provide guarantees.
The 43rd session of the UNESCO World Heritage Committee is happening in Baku. Armenia had received an invitation to participate as an observer. The Armenian side had turned to UNESCO to receive additional safety guarantees from the hosting country.
