The Head of Government had been briefed that the owner of the building - Astoria-Invest Company, had previously received permission from Yerevan Municipality to build a hotel complex on the given site and to demolish the building via controlled explosion, yet the contractor failed to notify responsive officials in a manner required by law. The construction company was supposed to notify the Ministry of Emergency Situations of all those safety arrangements aimed at ensuring safe evacuation of people. The Premier called for the most severe punishment against those in charge of the explosion.
