According to Kocharyan, following April events the necessary arises to seriously review a series of Madrid Principles. “The latter included a provision on conducting a postponed referendum in Artsakh. Which means Baku was given a period of time to prepare its society that Karabagh will not part of Azerbaijan. Yet Baku used that period to unleash April war. Given this situation, there cannot be a negotiation process, and no progress can be anticipated," the Deputy Minister stressed.
