“September 2, 1991 has been a glorious page of the modern history of Armenia. A quarter century ago the people of Artsakh made their final choice, which was both deliberate and meaningful. This fatal change brought the people of Artsakh back to life and independence. You fought and held a victory in an unequal war. You formed an independent state.
Not only did you prove to yourselves, but also to the entire Armenity and the world, that Artsakh is not only viable, but also represents a state that has a great potential for comprehensive development. Of course, this potential has not fully been realized yet; there are still many things to be done in both Armenia and Artsakh. And naturally, we will do what we have to.
The recent events in April proved that the enemy will be retaliated with greater casualties in case of attempting to settle the conflict through military means. They proved that there is no power in the entire world to solve Artsakh issue through military means. It is impossible, since here you are, you are loyal to the choice made back 25 years ago. There is absolutely no military way. Once again, on this festive day, I do state it is up you to decide your future, and there is no doubt about the future of Artsakh. ”
