On May 16th RA President Serzh Sargsyan and President of Azerbiajan Ilham Aliyev participated in Vienna talks. The talks were initiated by Foreign Ministers of OSCE Minsk Group co-chair countries, as well as USA Secretary of State John Kerry, Russian Foreign Minister Sergey Lavrov and French Secretary of State for European Affairs Harlem Désir. The meeting was attended by Foreign Ministers of both countries: Edward Nalbandyan and Elmar Mammadyarov, Ambassadors Igor Popov, James Warlick, Pierre Andrieu and Ambassador Andrzej Kasprzyk, Personal Representative of the OSCE Chairperson-in-Office.
The countries discussed the tense situation resulted from the gross ceasefire violations on Karabagh conflict zone in early April, and ways to overcome the existing situation. Representatives of co-chair countries insisted on the necessity to unconditionally abide by the ceasefire of 1994 and the ceasefire strengthening agreement of 1995. The parties agreed upon taking measures in establishing monitoring mechanisms to investigate border incidents, increasing the scope of responsibilities of the team of the Personal Representative of OSCE Chairperson-in-Office, as well as the possible resumption of conflict settlement talks.
