USA Department of State published the 2015 edition of the Country Reports on Human Rights Practices. Secretary of State John Kerry presented the report to the Congress. The report says human rights violations in Azerbaijan include physical tortures in the military, prohibition and restriction of activities of journalists and human rights defenders, as well as Azerbaijani government uses the judicial system for the purposes of eliminating dissidents. It also says Azerbaijan restricts on the abilities of its citizens to change the government through free and fair elections.
