She stressed the importance of South Caucasus to Europe, stating that the status quo leads to nowhere. The atrocities of April 2nd were unprecedented ever since the ceasefire establishment in 1994: use of heavy equipment, casualties among civilians as well, “The escalation made it clear, that there is no military settlement to the conflict. The onsite developments of the actions forced to be alert and continue insisting on strict ceasefire maintenance and working towards a peaceful solution to the Nagorno Karabakh conflict. “Civilian shootings should immediately be ceased”,-mentioned Mogherini, stressing that security measures should be expanded, and called to accept the OSCE Minsk Group proposals for an independent mechanism to investigate ceasefire violations.
