According to the authors this legislative initiative stipulates 100 percent of Proportional elections and a second stage of elections as a possible option, as well as defines the procedure of forming Central Election Commission. The draft suggests changing the mechanism of journalists and observers involvement in polling stations, as well as limit their number.
