The construction project of the new system was always postponed because of the lack of the village budget. A 22km long waterline was built in the Chkalov village with the help of "VivaCell-MTS" and Foundation for the Preservation of Wildlife and Cultural Assets.
The spring in the center of the village and the waterline were blessed by the leader of the Gugark Diocese, and on the ceremony the sponsors, regional and spiritual government representatives and Chkalov governor had speeches.
