The Constitution was adopted in the United States in 1787. In Europe it was first adopted by Poland in 1791, and then by France. The Constitution in all countries is the main document reflecting the human rights.

One of the prototypes of the Constitution was circulated by Madras group formed in Armenian community of India. “Vorogayt Parats” work was both a program of Armenian liberation and a project for the constitution of the future independent country. But it remained on paper and was not applied.
The idea of having a new constitution was born at the beginning of the 20th century. But the troubles of the Independent Armenia did not allow to find time for creating a legal system. And only in 1995 during the 2nd Republic of Armenia the mother law of the independent state was created.
