The "Functioning of democratic institutions in Azerbaijan" report was to be discussed. There was a formulation which both had nothing to do with Azerbaijan democratic institutions and harmed the interests of Armenia.
It was written in the report that the Parliamentary Assembly of the Council of Europe is fully aware of the occupation of Nagorno Karabakh and 7 other territories of Azerbaijan by Armenia. The formulation misrepresented the truth and differed from the position of the mediatory body of the conflict. Thanks to the efforts of the Armenian delegation and various European deputies the resolution of the report became without anti-Armenian formulations.
