A quarrel occurred between the highland village Atan of Lori and surrounding communities for pastures. It aroused the anger of the cattle farmers.
In Soviet times the Tsitskar and "under the wall" pastures were used by the people of Atan for decade, accommodation and enclosures were built, roads cast. But after the recent delimitation of communities it turned out that the 400 hectares pastures 6km far from the village belong to the Haghartsin village of Tavush Region which is 40km far from the pastures.
