Treasurer of the state of Pennsylvania Budd Dwyer was suspected of corruption. Using the flaw existing in the federal law for his interests he continued to hold that position. Dwyer had written a letter to President Ronald Reagan asking for pardon.
On January 22, 1987, a day before the charge, Dwyer summoned a press conference. Journalists were expecting that he will announce about resignation. Instead, Dwyer delivered a long and heartbreaking farewell speech.
