Last week a bill was debated at the Parliament which is actually a try to regulate an issue, seeming very easy, at the first sight, but in reality almost a dead-end. This was something thousands of citizens faced.
When traffic speedometers and surveillance cameras were set up in Armenia, the breach and the fine notification were delivered to the citizens via post offices. It seemed everything was too simple – if a violation is committed by a driver, the relevant document is delivered to him or her, and then they just pay the fine in a bank, and that’s all.
But it was found out that this pattern is not so good. The records drawn up based on the violations by the drivers had often been misdelivered, the fine was not paid, and as a result the mechanism of penalties was implemented and the initial fine was doubled or tripled, the drivers’ bank accounts were injunctioned.
